A platform to facilitate efficiency and effectiveness in development and humanitarian work.

We help INGOs, NGOs, faith-based charities and social enterprises design, deliver and evaluate their programmes with independent evidence and practical support. Since 2015 we have worked across all four provinces and three federal regions of Pakistan.

Who We Are

Established in 2015 by a group of experienced development and humanitarian professionals, Ideas Consulting (Pvt) Ltd is registered with the Securities and Exchange Commission of Pakistan. Our core team brings a strong track record in managing large-scale projects and organisations, supported by a nationwide pool of specialists drawn from a wide range of disciplines.

We develop practical solutions that help our clients and partners enhance the efficiency and effectiveness of their projects and programmes. Our services are qualitative, time-bound and results-oriented, and tailored to the needs of each partner. We work in partnership to accelerate development through improved and expanded service delivery.

To date we have completed a substantial number of assignments across evaluations, research and baseline surveys, impact assessments, situation and needs analyses, feasibility studies, MEAL systems, third-party monitoring, programme design, planning, institutional strengthening and capacity building.

Our Services

We support partners across the full cycle of a development programme, from proposal design through to final evaluation. Our five service areas strengthen the performance, accountability and sustainability of development and humanitarian organisations.

Evaluations & MEAL Systems

As the demand for professionalism in development and humanitarian work continues to grow, organisations increasingly seek robust, independent evidence on the performance of their interventions at every level. We design and deliver baseline, midterm, endline, final and impact evaluations, assessed against the OECD-DAC evaluation criteria.

Alongside evaluation, we build the monitoring, evaluation, accountability and learning (MEAL) architecture that makes performance visible from the outset, not only after a programme has closed. We develop results frameworks, indicators, data-collection tools and reporting systems, and provide third-party and outsourced monitoring for clients who require independent assurance.

We aim to design MEAL systems that support decisions, not only reporting. Alongside frameworks and indicators, we set up the data flows, dashboards and management information systems that turn routine monitoring into timely, usable information for programme teams and donors. We build in learning and adaptive management so that evidence can feed back into course-correction, and we support accountability through community feedback mechanisms. Where possible, we hand over systems that client staff can run themselves, so they continue to be useful after our engagement ends.

Our Approach

We design each evaluation and monitoring system around the decisions it needs to inform, so that findings are useful in practice. Our work draws on the OECD-DAC criteria and recognised evaluation standards, maintains independence, combines qualitative and quantitative methods, and applies quality assurance from inception through to reporting.

Research & Surveys

High-quality research is the foundation of good programme design. We apply participatory and creative methods to examine a broad range of social phenomena, offering research and survey services across multiple disciplines.

Our work includes needs assessments, situation analyses, feasibility studies and market assessments, supported by robust sampling frames, well-tested instruments and rigorous data-quality controls. We use both standard and innovative tools for primary and secondary data collection, and we disaggregate findings so that differences across gender, age, disability and location are visible rather than hidden in the aggregate.

We work to turn research questions into robust evidence. Drawing on a nationwide network of trained enumerators and field supervisors, we can mobilise for large household and facility surveys, and we collect data digitally through mobile (CAPI) platforms with built-in validation, GPS verification and dashboards that keep data quality visible throughout. Our analysts cover descriptive and inferential statistics, qualitative coding and mixed-methods synthesis, and every study follows clear ethical protocols for informed consent, confidentiality and the protection of vulnerable respondents. The aim is to give clients dependable evidence built on accurate, timely and well-disaggregated data.

Our Approach

We give close attention to data quality at every stage. Each study begins with a clear analytical purpose and a sampling and instrument design suited to it, is carried out by trained field teams using digital tools with built-in quality checks, and concludes with analysis that is disaggregated and soundly evidenced — so clients and partners can use the findings for decisions and reporting.

Project & Grant Management

Sound design and disciplined delivery are what turn intent into results. We support partners across the full project cycle, from the competitive bid through to closure and hand-over.

Our specialists develop competitive technical and financial proposals — methodologies, workplans, teams and budgets built both to win and to deliver — and we mentor implementing teams in project cycle management, work planning, budget tracking, risk management and donor reporting. Where partners need additional capacity, we manage discrete projects and workstreams on their behalf.

On the grant-management side, we help organisations steward donor funding across its full life-cycle — from grant negotiation and start-up, through disbursement, monitoring and compliance, to reporting and close-out. We strengthen sub-grant and partner-management systems, carry out grantee due-diligence and capacity assessments, and put in place the financial and narrative reporting routines that keep programmes compliant, transparent and audit-ready.

Our Approach

We pair careful proposal design with disciplined delivery. From the first proposal to final close-out, we develop realistic workplans, budgets and risk controls, and manage donor grants and sub-grants to the compliance standards funders expect, with a consistent focus on transparency, accountability and timely delivery.

Organisational Development

Even the most well-conceived organisations can struggle to achieve their founding goals when their internal systems are not strong enough to support them. Sustained growth depends on sound systems, yet many organisations invest too little in developing them.

We believe that strong systems make strong organisations. We offer a range of organisational development services, including strategy development, strategic planning, systems review and development, financial and legal compliance, financial management, operational and logistics management, resource mobilisation, human resource management and networking. Our aim is to help partners build their capacity and strengthen their internal systems, ensuring that funds reach the people they are intended for in the most effective, efficient and professional manner.

We take a systems-wide view of organisational health, working across governance, people, finance and operations. Our specialists support boards and senior leadership through change and restructuring processes, help establish transparent human-resource, finance and procurement systems, and design the policies, manuals and internal controls that satisfy donor due-diligence and statutory requirements. We use structured organisational capacity assessments to benchmark where an organisation stands and to sequence its development, and we help organisations professionalise and scale without losing the values and agility that made them effective in the first place.

Our Approach

We begin with a clear picture of where an organisation stands, using structured capacity assessments before recommending change. We then work alongside boards and management to strengthen governance, systems and people in a sequenced, realistic way, transferring skills as we go so that improvements are owned internally and continue after our engagement ends.

Training & Capacity Building

Skilled and motivated people are essential to managing programmes and organisations effectively. Strong results depend on a sustained commitment to building staff capacity and knowledge.

We provide tailored, participatory training that builds real skills in monitoring and evaluation, programme management, research methods and organisational leadership. Our capacity-building services span both skill-based and issue-based disciplines, and are delivered through workshops, mentoring, online courses and exposure visits. Our approach helps our partners' staff gain the professional skills and knowledge that strengthen their programmes and deliver lasting results.

Every capacity-building engagement begins with a training-needs assessment, so that content is pitched to the real gaps and the working context of participants. We blend classroom, field-based and online learning and reinforce it with follow-up coaching and mentoring, and, where feasible, look at the change in knowledge, skills and practice that results rather than attendance alone. Our facilitators deliver both open courses and bespoke in-house programmes across the themes in which the firm works, and we can help partners build their own learning systems so that capacity continues to grow after we leave.

Our Approach

We focus on building lasting capability rather than one-off events. Each programme starts from a training-needs assessment, uses participatory adult-learning methods across classroom, field and online settings, and is reinforced with follow-up coaching, so that new skills carry through into day-to-day practice.

Cross-Cutting Themes

The following cross-cutting themes run through every service and engagement we undertake — shaping how we work as much as what we deliver.

Participation

We involve communities and stakeholders as active partners in the design, delivery and review of our work.

Local Ownership

We build on local systems, knowledge and leadership so that results endure beyond our engagement.

Empowerment

We strengthen the capabilities and confidence of the people and institutions we serve to lead and decide for themselves.

Sustainability

We look beyond immediate outputs to the conditions that allow benefits to last once external support ends.

Rights-Based Approach

We ground our work in international human-rights principles, treating people as rights-holders rather than passive beneficiaries.

Gender

We integrate gender analysis across the project cycle and disaggregate evidence by sex wherever possible.

Child Protection

We uphold strict safeguards so that children are protected in every aspect of our work.

Disability Inclusion

We design assignments to be accessible and to capture the experiences of persons with disabilities.

Climate Change

We recognise climate risk as a cross-cutting factor shaping vulnerability and development outcomes.

Do No Harm & Safeguarding

We apply conflict-sensitive, do-no-harm principles and robust safeguarding standards throughout.

Our Approach

Whatever the assignment — an evaluation, a research study, a grant we help steward, or a system we help build — we work in one consistent way. It is evidence-driven, participatory and built around the decisions our partners need to make, and it is designed to leave every organisation we work with stronger than we found it.

UnderstandDesignEngageEvidenceInsightStrengthenEfficiency& Effectiveness

Understand

We start with your context, questions and goals, so the work is anchored in the decisions it must inform.

Design

We tailor fit-for-purpose methods, frameworks and tools to the assignment and the setting — never off-the-shelf.

Engage

We work in genuine partnership, involving communities, staff and stakeholders as active participants.

Evidence

We gather and analyse robust, well-disaggregated data, with quality assurance from inception to reporting.

Insight

We turn evidence into clear, honest and usable recommendations that inform real decisions.

Strengthen

We transfer skills and embed systems, so the benefits continue long after our engagement ends.

Because development is rarely linear, we treat this as a cycle rather than a straight line — learning at each stage and feeding it back into the next. Running through all six are the principles we hold constant: independence, rigour, participation, and a focus on results that last.
